Ma non si può dare meno di una stella? È un ente completamente inutile, anzi, persino dannoso, perché produce prove da sottoporre agli studenti che non tengono minimamente conto della situazione scolastica presente. Il risultato si traduce in una perdita di tempo per lavoratori ed alunni, oltre ad uno spreco pazzesco di risorse pubbliche che potrebbero tranquillamente essere utilizzate in modo migliore, ad esempio assumendo un maggior numero di insegnanti o contribuendo ad aggiornare la loro preparazione.
